Livestock auction markets
In Louisiana, any business operating a livestock market, auction, or buying station must obtain a livestock market charter from the Louisiana Board of Animal Health . This requirement is established under the Louisiana Livestock Market Charter Law (R.S. § 3:661–3:670, Title 3) .

Dealer permits
In Louisiana, anyone who buys or sells livestock as a dealer or market agency must obtain an annual Livestock Dealer Permit . This requirement is established under Louisiana Revised Statutes § 3:563 .
A livestock dealer permit is required for individuals that buy or resell livestock as part of commercial activity. It helps regulate livestock transactions, protects sellers and buyers, and ensures proper animal health and traceability.
To get a Livestock Dealer Permit, you must fill out the application below. No fee is required. A renewal is due January 1 st of every year to continue conducting business.

Requirements
ATTENTION bull sellers and buyers:
All non-virgin bulls and bulls older than 18 months for sale in Louisiana must have a current negative trichomoniasis test from an accredited veterinarian before they may be sold.
Virgin bulls must have a breeder’s certification of virgin status signed by the breeder, the breeder’s agent, or an accredited veterinarian.

Horses residing in Louisiana require an annual test for Equine Infectious Anemia (EIA or Coggins Test) and permanent identification.
All equine imported into Louisiana for any purpose other than consignment to an approved Louisiana livestock auction market or an approved slaughter establishment for immediate slaughter shall be accompanied by a record of a negative official test for Equine Infectious Anemia (EIA) conducted within the past 12 months.
The official test shall be conducted by an approved laboratory. The name of the laboratory, the case number and the date of the official test shall appear on the health certificate.
If there has been a change in ownership of the horse, the Coggins test must be current within six months of the transaction.
The State of Louisiana has significantly reduced our numbers of EIA positive horses since implementing this program in the early 1990s.
Louisiana sets the standard other states use to make their equine regulations. The permanent identification was a significant help after hurricanes Katrina and Rita in 2005 and other states have adopted our regulations as a model.
